How We Organise

A meritocracy built to keep learning.

CACHE is designed around clear responsibility, open evidence and earned influence. People can lead because they contribute useful work, build trust and improve outcomes, not simply because of title or seniority.

Operating Model

Small teams, visible decisions, shared accountability.

The organisation is intentionally iterative. We will publish what is fixed, what is being tested and what can change as CACHE moves from a CBO toward a trust.

01 · Direction

Stewardship circle

Sets mission, protects integrity, approves major commitments and remains accountable to the public interest.

Accountability: legal, financial and ethical oversight
02 · Delivery

Working groups

Small, cross-functional teams own problem areas from research through field testing and learning.

Accountability: outcomes, evidence and budgets
03 · Voice

Community council

Brings lived experience into priorities, reviews risks and challenges assumptions before resources move.

Accountability: relevance, inclusion and trust
04 · Infrastructure

Operations and technology

Maintains the systems, records, safeguarding, finance and custom software that make participation reliable.

Accountability: transparency and continuity
Merit, Not Status

Influence is earned through contribution.

A meritocracy only works when the rules are visible and power can be challenged. Performance is never judged by output alone: ethical conduct, collaboration and community accountability matter too.

01

Evidence

What do we know, and how close is that knowledge to the people affected?

02

Impact

How meaningful could the outcome be if the idea works?

03

Feasibility

Can the team build, test and maintain it with the resources available?

04

Equity

Who benefits, who may be excluded, and what safeguards are needed?

05

Learning

Will the work produce useful knowledge even if the first approach fails?

CACHE Commons

Ideas earn resources through a transparent vote.

This is the proposed custom decision system: contributors review the same evidence, score ideas against shared criteria and record reasons for their recommendation. The software makes judgement visible; it does not replace responsibility.

Institutional Growth

From CBO to trust, without losing the reason we began.

Legal form should follow the work. Each stage adds capacity only when the organisation has the governance, evidence and accountability to carry it well.

01Today

Community-based organisation

A focused operating structure for local problem discovery, experiments and accountable community work.

02Next

Public-interest trust

A stronger institutional form for holding assets, receiving larger grants and stewarding long-term programmes.

03Always

Adaptive organisation

The structure changes when evidence shows a better way to make decisions, share power and serve communities.

Our Promise

The structure is a tool. The mission is the constant.

We will document how decisions are made, publish meaningful conflicts and changes, and revise the operating model when communities, evidence or responsible growth require it.
